Theme: Preventing and reducing violence against women and girls in the name of "honour"

Project Goal

To increase opportunities for community agencies to work together to take action to prevent violence against women and girls in the name of "honour."

Project Objective

To support women and community agencies in working together to develop and implement strategies between and among agencies that better assist women and girls who are at risk of, or have experienced, violence in the name of "honour", so they can access appropriate services and effectively transition to violence-free lives.

Description

This project will address institutional barriers and other factors that limit the work of community agencies in responding to the needs of women and girls from diverse ethno-cultural communities, who are at risk of, or have experienced, violence in the name of "honour".

The project will build partnerships and collaboration between community agencies and stakeholders so they can better identify and respond to the specific needs of women and girls. A collaborative multi-agency strategy will be developed and implemented, with a focus on a priority component of the strategy to benefit women who are at risk of, or have experienced, violence in the name of "honour".

Priority was given to organizations that collaborate with different ethno-cultural communities and use a multi-agency approach.

Funding Available

Up to $200,000.

Timeframe

Up to 24 months.

Mandatory Key Activities

  1. Plan the project.
    • Engage and establish working partnerships with:
      • local women and girls from diverse ethno-cultural communities; and
      • women's and other community organizations, community leaders, stakeholders and potential allies (e.g. local, regional or provincial governments, service providers, immigrant organizations, legal institutions and law enforcement agencies).
    • Carry out a needs assessment:
      • conduct a gender-based analysis of the issue of honour-based violence, and the specific needs of women and girls in the community;
      • identify existing institutional mechanisms and supports (culturally specific supports and violence-against-women supports) as well as gaps (e.g. policies, programs, services, models, strategies, frameworks, planning and decision-making processes, etc.); and
      • work with local women and girls from diverse ethno-cultural communities to identify their priorities, viewpoints and potential strategies for addressing violence in the name of "honour."
      • Identify promising practices to address the issue of violence in the name of "honour" in the community.
  2. Develop a multi-agency strategy to:
    • collectively identify gaps, priorities, opportunities, resources, supports and potential strategies; and
    • collaborate to ensure tangible results for women and girls, and a coordinated community response to honour-based violence.
  3. Implement the multi-agency strategy by:
    • working with women, planning agencies, partners and community members to ensure effective implementation of the strategy and engaging with allies and other organizations;
    • identifying and piloting a priority component of the strategy for women; for example, the coordination of community programs and services to avoid duplication, and maximize resources to address gaps, improve access to supports and ensure their effectiveness; the development of protocols; or the development of mechanisms to share information.
  4. Evaluate the project.

Planned Results

  • Community agencies have an increased understanding of the needs (related to access to and nature of services) of women and girls at risk of, or experiencing, violence in the name of "honour."
  • An inter-agency strategy is developed that addresses the specific needs of local women and girls concerning honour-based violence.
  • Project participants have increased their ability to protect themselves, pursue personal goals and live free from violence.

Longer-Term Results (after project's end)

  • Community agencies have improved service delivery and standards of care for women and girls who have experienced violence.
  • Women and girls using community agencies are benefiting from higher-quality services and standards.

Project Deliverables (after approval)

Month 4

Detailed work plan and budget, results framework and performance measurement plan, risk management plan, and list of project partners.

Month 12

Interim report and other project documents, as required.

Month 24

Final report and evaluation.

Performance reporting requirements and timelines will be determined after the proposed project has been approved.

Note:

A minimum of two reference letters are required from local authorities or governments describing your organization's expertise, and demonstrating your organization's experience in successfully completing a proposed project that addresses the issue of violence in the name of "honour" and ensuring the safety of women and girls.
