Understanding Gender-Based Analysis+

What is GBA+ (and what isn't it)?

  • GBA+ is about getting the best results for all Canadians by improving policy and programme outcomes for women and men.
  • GBA+ provides a snapshot of women's and men's diverse realities that is critical to policy formulation, programme design and evaluation.
  • GBA+ is NOT all about women, employment equity or internal human resource issues.

Why do GBA+?

  • For better informed policy, better targeted programs, more rigorous evaluation and greater accountability to the public.
  • To realise the fundamental Canadian value of gender equality for women and girls, and men and boys.
  • To improve design, diagnose deficiencies, and identify strengths and weaknesses.
  • To build your business case rationale by taking into account appropriate aspects of your clients' diversity.
  • To be cost effective and efficient by recognising diverse needs and addressing them up front.

Expectations and Accountability

How and why are you accountable?

  1. You are accountable to Parliament. The 2010 Government of Canada Departmental Action Plan on GBA requested by the Standing Committee on Public Accounts requires evidence of GBA.
  2. You are accountable to Cabinet. A 1995 Cabinet commitment to gender equality obligates all federal departments and agencies to use GBA. Central agencies require evidence that meaningful GBA has been conducted.
  3. Every federal organization is accountable. The Office of the Auditor-General's 2009 report on GBA implementation has implications for all federal organizations. They are also accountable to the Public Accounts Committee and to the Standing Committee on the Status of Women.

Your Role

  • Always consider gender and diversity impacts in your decision-making.
  • Support the sustainable practice of GBA+ in your organization.
  • Incorporate evidence of GBA+ into relevant business cases and cabinet documents.

Status of Women Canada plays the role of a centre of expertise for GBA+ for the Government of Canada.
